Local Elections 2025 – what every voter should know

In the autumn of 2025, local government council elections will take place across Estonia, held on Sunday, October 19, 2025.

This is the time when each of us can shape how our local community will function over the next four years – from roads and kindergartens to cultural and sports activities, and overall community development.

Below, you’ll find all the important dates and practical information every voter should know.

Key Dates for Voters

Election-related activities begin already in early autumn.

 

  • September 19, 2025 – The registered place of residence in the Population Register as of this date determines your voting district.

If you move after this date, you will still vote in your previous municipality.

 

  1. October 13–16, 2025 – Advance voting period.

During these days, you can vote in any municipality, not just the one where you are registered.

Polling stations are open daily from 12:00 to 20:00 – convenient for those who will be away on election day.

 

  • October 13–18, 2025 – E-voting (electronic voting).

Go to valimised.ee and log in using your ID-card, Mobile-ID, or Smart-ID.

Online voting starts at 9:00 on October 13 and closes at 20:00 on October 18.

If you change your mind, you can vote again – only your last vote will count.

 

October 17–18, 2025 – Home and hospital voting.

Voters who cannot visit a polling station due to health reasons may apply to vote at home or in a care institution.

Applications must be submitted by the morning of October 18 to your local polling division.

 

October 19, 2025 – Election Day.

Voting takes place only in your designated polling station from 9:00 to 20:00.

Bring an identity document (ID-card, passport, or driver’s licence).

If you have already voted online, you may still cast a paper ballot – the paper vote overrides the e-vote.

 

After polls close, votes are counted, and final results are confirmed in late October or early November, after which new local councils begin their work.

 

Who Can Vote?

You have the right to vote in the 2025 local elections if you are:

  • an Estonian citizen who will be at least 16 years old on election day;
  • a citizen of a European Union member state whose permanent residence is registered in Estonia;
  • or a foreign resident holding a long-term or permanent residence permit, with a registered address no later than August 1, 2025.

Voting rights are linked to your address in the Population Register, so make sure your information is up to date.

 

How to Vote Electronically

E-voting in Estonia is a simple, secure, and widely used way to participate in elections.

You will need:

  • a computer with an ID-card reader or Mobile-ID/Smart-ID;
  • a stable internet connection;
  • and access to the official portal www.valimised.ee

.After logging in, select your municipality, choose your candidate, and confirm your vote.

If you decide to change your choice later, simply vote again — only the last electronic vote will be valid.

 

Voting at a Polling Station

On election day, voting is held only at your local polling station.

Remember to bring a valid identity document.

If you have already voted electronically, you can still cast a paper ballot — the paper vote cancels your e-vote.

Polling stations are open from 9:00 to 20:00, and home voting applications can be made in advance if needed.

Home and Care Institution Voting

 

If health or mobility issues prevent you from visiting a polling station, you can apply for home voting.

Applications can be submitted on October 17–18, either in writing or by phone to your local election committee.

This option is also available to hospital patients and care home residents.
